Why restructuring is not implemented to Group - D staff

Sir,

More than 10 years, many qualified staff are recruited and posted in Group-D category. I am one who completed Act Apprentice and joined as Khalasi in 2004. Even though I am M.Com and some colleagues who completed B.Tech/B.E are also vulnerable to work as Group-D employee.

Is there any procedure to promote qualified individuals to Group - C by conducting them suitability exam. If yes. then what is the procedure.  If not. then why it should not be implemented suitability. 

 

Is 10 years experience of Khalasi is not enough to make a good Group-C employee? If it is implemented then restructing may be affected from November 2013 as everybody got promotion from Group - C to higher cadre.

 

Please take some intiation.
