Study leave sanction to me for the course of LLB and its process

Education and Study Leave

Respected Sir,
I have complete more then 4 years service. I do want LLB course in regular basis ( course duration 3 years)or computer course ( for 1 years diploma course). My question is-
1. May I get Study leave in both case?
2. How many leave sanction in one time or thereafter?
3. Any financial support provided by Railway like salary, any financial support?
4. Which rule provided the study leave? please suggest the Book Name, para number, coloum and also page number.
5. How to apply? and who is the sanction authority? please give the example.

Dear Sir,
 
I'm from Mumbai. I have passed B.A. (Geography) in 2011, and then immediately cleared Group 'D' exam and got selected in Central Railways as an Trackman in 2013. I'm working in Engineering department (P.WAY) so I want to complete ITI (Electrical) to get promotions in future. It will take 2 years to complete ITI.  My total service is 06 Months. so will I get permission for further study ? How to apply for Study Leave? What is the eligibility? Whom to apply?  Please guide me properly.

I have joined JE(Diesel loco) training from 08/11/2013 and I am studying in B.Tech final year .So I want to complete my professional graduation .so I want to leave for 6 month .can I get leave for 6month or possible to postpond my training.plz give me suggestion.

I have joined in rail last december. Before this joining I was Studing DIPLOME IN ELEMENTARY EDUCATION(D.Ed)course in 2014-2016 session. The course has been started 6 months.I want to complete this course.Is there any rules about Higher Studies? Is there any oppertunities for lien leave. I do not know about this matter.Ther is no details rulles in railway employees  site .Pls help me.wht is the rule for mutual transfer?

As every one knows that Cl can be combined with Rest and NH. Suppose a person is availing 10 days of continuous CL along with NH and CR is it possible to avail second rest during the continuous leave
