procedure for change from JE(Sig.) to JE(Tele.)

Change of cadre

Sir I Am selected as App.JE(Signal)...& I am having degree B.E.(Comp. Engg.) I want to ask that "Can I change my department & choose JE(Telecom)?"

I will be sent to secunderabad for training program in NOV-13.So "Can I change department before going for it?" & please tell me what is procedure to

make this changes.
