Eligibility of One Increment between february to june/2006.

   Please suggest on the  the following matters.

  1. If a person joins Railway service on 27.06.2005 and her/his Pay was stepping up w.e.f  01.07.2007  with his/her junior because junior was drawing more pay than her/his.

(I). The person who joins Railway service on 27.06.2005 is eligible for getting one   increment or not as per Railway Board Letter Number-PC-VI/2012/I/RSRP/1   dated- 23.03.2012  because his/her next increment  falls between month of  February/2006 to June/2006.

(II) Is there any relationship between stepping up of pay with his/her junior and one increment for those whose next increment falls between February/2006 to  June/2006?
