After 10 Yrs completing railway service including 1yr. apprentice period, should I get the benefit of MACP from 4200/- to 4600/

Dear Sir,

I joined in railway as App. J.E.(P.Way) on 20.09.2003.

After completing apprenticeship, I got posting on 28.10.2004.

I want to know whether I am eligible for getting the benefit of MACP i.e. GP 4200/- to be raised to 4600/-. on 20.09.2013.

There are some contradiction...some one says that apprentice period is not countable on service..

And other one says ..it is countable after 1990's circular.

Although it is also written in my posting order that the above apprentice period will be counted as service period for increment purpose.

Please make me clear if I am eligible as on 20.09.2013 for upgradation benefit from 4200/-GP to 4600/-.
