Procedure for conducting Aptitude Test in selection/promotion to safety categories of staff on Indian Railways

  • Aptitude tests shall be applicable to those candidates who qualify in the written tests for selection/promotion to the following safety categories of staff with a view to improve quality of personnel and operational safety.
  1. Assistant Station Master (ASM)
  2. Assistant Driver (Diesel/Electric) (ALP)
  3. Motorman (EMU/MEMU/DMU)
  4. Loco Pilots at the stage of deployment on high speed trains running above 110 kmph. 

Mark Distribution

  • Only those staff who qualify in the written test held as part of the selection will be called for aptitude test.
  • The aptitude test shall be in the nature of qualifying criteria, i.e., only those candidates who secure minimum stipulated grades in each test shall qualify for empanelment. 
  • There will be multiple cut-offs. If a candidate scores less than cut-off mark in any subtest of Aptitude test he is eliminated. 
  • The marks obtained in written test, record of service, etc, would be added to the marks obtained in aptitude test to prepare a combined merit list, in which maximum marks would be 100.  Maximum marks allotted to aptitude test would be 20.  The ratio of written test marks to aptitude test marks shall be 5:2.   • A candidate who fails to qualify in aptitude test can reappear in the aptitude test on qualifying the next selection / suitability test, which has to be a fresh selection conducted after a time gap of three months or more.  There is no restriction on number of times a candidate can reappear in aptitude test.   • In the case of selections for promotion to the posts of Asstt. Loco Pilots (Diesel/Electric) and ASMs  the distribution of marks amongst various headings will be as under:

Conduct of Aptitude Tests

  • Aptitude tests will be conducted and evaluated by Psycho Technical Unit of RDSO attached to Chief Operating Manager* of the concerned Zonal Railway in co-ordination with Sr. DPO/DPO and Sr. DSO/DSO.
  • The aptitude test shall be conducted by SSO/JSO associating an Assistant Officer of the Division nominated by Sr. DSO. 
  • Chief Personnel Officer shall also nominate one JA Grade Officer who shall witness opening and sealing of test papers prior to and after test.
  • The Aptitude test batteries standardised by RDSO for respective categories shall be used in selectiom.
  • RDSO shall make necessary test batteries and manuals available, will perform periodic monitoring of testing, training of personnel connected with testing and follow up research will be done.
  • OMR answer sheets are used.
  • Normally, two forms of each test will be used in a testing session.
  • The booklets should be distributed to the candidates in such a way that two adjoining candidates do not get the same test form. 
  • In a day, 40 candidates, split in two batches of not more than 20 candidates each, may be put to aptitude tests.
  • As soon as the tests for first session are over, the duplicate carbon-less answer sheets shall be separated from the main sheet.
  • The two sets of sheets shall be packed in separate envelopes and sealed using paper seals bearing signature of all the members of the Committee.
  • On reaching Headquarters, the SSO/JSO will request the Chief Operating Manager for nominating an officer to associate in processing of results.
  • At the time of processing of results, the answer sheets shall be opened in the presence of Committee member who shall ensure that seals on the packets are intact.  Results of tests will normally be processed on the OMRs installed at the Zonal Railways.
  • The sheets will be scanned packet-wise.  After the scanning of entire lot of answer sheets is over, the SSO/JSO shall randomly check correctness of five to six scanned sheets by tallying the marked responses with the data files. 
  • After processing of results is over all the answer sheets will be sealed bearing signatures of all the Committee members.
  • The processing of result shall not take more than a week.
  • A summary of results may be put up to COM for his information.  One copy of the result will be sent to Sr. DPO/DPO in a sealed cover and the other copy will be kept for record by SSO/JSO.  A soft copy of the marks file, on a floppy disk or CD ROM shall be sent to RDSO for follow-up research.
  • RDSO shall arrange to make random surveillance  check on accuracy of result processed at Zonal Railways.
  • Special provision for departmental candidates for practise test.
  • Departmental candidates will be called for appearing in the Aptitude Test a day prior to the actual date of holding of test for a hands-on practice session so that they get familiar with the nature of the test batteries.

Appeals against aptitude test results

  • No appeal shall normally lie against the results of Aptitude test.  However, specific complaints may be enquired into by the competent authority. (Ref 7)
