Maternity leave for Trainee Railway staff

I want to know wheather maternity leave is eligible for the Junior Engineer Trainee's or not ?

There is no rule saying it should not be given for Trainee Railway staff. But there is another rule saying Apprentices are not eligible Leave rules for the employees. They are eligible for Leaves, but only can be availed retrospectively. I think in this case it needs a clarification.

Can maternity leave will be availed up to two serving children , and how many days before birth of child it can be started ?

Yes, it can be availed upto two children,
Dear sir,
I know that Government can not force anyone to take leave. Kindly provide the relevant text with section and subsectionof the ccs(leave) rule in this regard.
