Combination of appointments and Dual Charge Allowance

  • An officer may be required to hold charge of a post in addition to his own post.
  • In such case in addition to his own pay he shall be entitled Dual Charge Allowance for additional post for a period of 6 months. • He may also draw sumptuary allowance of the post.
  • No additional payment if one is put to hold current charge of duties only. • Entitled for TA/DA for staying at the place of additional post.
  • Additional post may be of higher /equal/lower status.

Lumpsum awards for Railway Staff on acquiring higher qualification

  • The acquisition of certain qualifications will entitle Railway staff to be eligible for lumpsum incentives as shown in the following table.
  • Officers and staff  in Group "A"B", &  "C" will be eligible for these awards with the condition that he/she should remain in service for at least three years after acquiring higher qualifications.

History of Central Pay Commissions

  • Government of India have set up six pay commissions at regular intervals to review and recommend wage structure for all civil and military divisions including Railways.
  • These Pay commissions examine various issues such as pay  and allowances, retirement  benefits, conditions of service. promotion policies. Etc,  and  submit recommendations.
  • As Fifth Pay Commission observed “ Pay Commission is a peculiarly Indian institution”.

Pay and Allowances for Railway Employees

  • Even though Railway Board has powers to make the policy decisions independently remuneration Policy of Railways of Railways has been based on the remuneration policy of the Government of India.
  • Thus the salary and Allowances of Railwaymen are on par with Central Government employees revised from time to time on the lines of the recommendations of Central Pay Commissions.
  • So far six Central Pay Commissions have been formed from 1946.
