Seniority List of Inspector RPF

I would like to know how seniority list of Inspector RPF is prepared?
What are the criteria, considerations used. 
 
As the name suggests, it is seniority list of Inspector RPF, which 
looks like seniority of Inspectors. But when i checked the list which
is recently uploaded on RPF website i was suprised to see the seniority 
order. 
 
The first 53 employees ( or senior most 53) are promoted as inspector 
from 1994 to 1997. But 54th onward are the one who got promoted much earlier
starting from 1983. So it is difficult to understand how employees 
who are promoted as Inspector on 1983 ( eg, 54th ) is junior inspector 
to employee who promoted on 1994 ( 1st ) ?
 
As the list grows, you can find this often. Many Inspector who got
promoted earlier should be senior but are in bottom of list. 
Can someone please explain this? precisely for first 53 Inspectors
who are much junior to other Inspector but kept at the top of list?

A seniority list should list the names based on seniority. The date of promotion is the criteria to decide Seniority. As such there are discrepancies in the list.

Why did you not represent the case before 07.5.2012 as they say???

I am sorry for late reply, but i am not railway employee so cant represent.

So wanted to know how that is prepared

Date of seniority to the Grade is the criteria  for seniority. But if the employee has break of service(for example Leave without Pay), this period will be deducted while counting seniority.
