Maximum Number of N.O.C's for applying higher posts in RRB ,Other central govt jobs and to state govt jobs

 please aware me to know the rules against issue of  N.O.C to apply higher grade jobs to RRB,Central Govt Jobs and State Govnt jobs. Is there any rule to issue specific number of N.O.C and related issues .please enclose specific location it was incorporated in Establishment rules or attach the railway board letters against this issue please.

The following is an extract from Indian Railway Establishment Manual :
"Railway employees may be given 4 opportunities in a year to apply in response to notices of Government Departments/Public Sector Undertakings/autonomous bodies wholly or substantially financed and controlled by Central or State Government except where holding of any such applications is considered justified in the public interest by the competent authority. Applications in response to UPSC advertisement will not be counted against the four opportunities mentioned above. "

I am selected for the post of JE (Mech) in the Jodhpur division. I had cleared my medical examination. Yesterday i recieved a call from Jodhpur DRM to submit the Bond papers for joining as the training is to be started from 23 april.
                                My problem is that i am also selected for a State govt. job and i prefer this job than the railway job. But for that state govt job medical examination is to be conducted very soon. and there is possibilty that one can may fail in that exam.It will take maximum 2 months to get the final selection.
                              Whether i should submit the bond papers and join railway...what can be the maximum compansation railway can demand, if after joining i resign the railway job after 2 months? Will i have to take NOC from the railway to join the state govt job?

The process of appointment can take many months. So it is better that you start the process. If you have to leave you have to pay back the stipend you received during training. Since it will take some months before you join, safely you can join and leave without problems.

Yesterday i recieved a letter from DRM jodhpur saying that the Training will start from 24th April, so u have to report Drm office on 23th april along with Bond papers. Should i go ahead..will it be easy to leave railway job at a short notice period??

It wont be easy to quit at a short notice, you have to get relieved. But it is not impossible to quit. Decide for yourself.

Sir, presently i am working as Gr III in South Eastern Railway, Kharagpur and I have got a single promotion in last 13 years (d.o.a. 20-7-1999). Now i have got selected as Tax Assistant (which is the higher grade pay and promotion channel is also very high)in Income Tax Dept. meanwhile i have got my no objection certificate from head of my office But now my Superior Sr. DME (Diesel) is asking for
General Resignation instead of Technical Resignation & Ask me to write "Non Pension Scheme" to opt.
Sir, my question is 1) I have completed 13 years of service in Railway. So prior to 2004 which is bar line of Pension scheme. So am i really not eligible for Pension Scheme?
2) Why General Resignation instead of Technical Resignation as per my superior wish?

I dont know why he ask that. See the extract from IR Establishment Manual
"A permanent railway servant appointed in another Central Government Department/Office has to resign from his parent department unless he reverts to that department within a period of 2 years or 3 years in exceptional cases. Such resignations shall not be deemed to be resignation within the meaning of Rule 41(2) of Railway Services (Pension) Rules, 1993 for the purpose of pension. As a consequence, continuity of service benefits should be allowed to such employees in the matter of leave also i.e. the railway employee will be allowed to carry forward the leave earned by him, not only on the Railway but that earned during the temporary service or probation in the Civil Department also."
​So you have to be allowed continuity of service with all the pension benefits.

I am working in Railway Staff College, Vadodara as a Sr. Steno 9300-34800 (GP-42000). I seeking own request inter railway transfer from RSC vadodara to Asansol Division of ER or CLW.
My Basic Pay is 17040
Pay Band - 9300-34800, GP-4200
My initial recruitment grade is 5200-20200, GP-2400 (4000-6000 in V-CPC)
What effect on my pay after refixation of my pay in new unit due to bottom seniority.

Respected sir, I am working as a staff nurse since 1999. my B.Pay 14000+4800.my junior having B.Pay15000+4600 and his joining dt.jan2004.so how it comes that the junior will be take more payment than senior.He is transffered from other division to our division in 2010  kindly help me is it possible.He told that he has done fight for stepping up.so according to sixth pay  his basic pay is correct .so can I get benifit of stepping up. clerks are not responding properly. can you help  me please.

Dear sir,
I joined the indian railway department in group-D  post at RAIPUR JN.in 2006(still i am employed in Raipur). i have applied for N.O.C. on 08.jan.2012 (Last date was 10.jan.2012) for the post of Traffic apprentice (emp. no. 02/2010). at the time of document verification i request to give NOC. But the official missed the application and the officer gave me new NOC certificate along with declaration of their error ( his application is valid and its not his error so it should be considered).
At the time of document verification new rrb recruitment officer accepted the new NOC, verification was completed. but now they send me REJECTION letter with reason that your N.O.C. is dated after closing date. They give the statement that your old N.O.C. is valid which is lost by official, for this error they blamed to raipur official.
           Here I am not a faultier then how can they give me punishment? what should i do please guide me.

It is sad that you suffer because of the fault of Divisional official.  Under the circumstances RRB should have accepted the new NOC. Try to write again to the RRB of the circumstances , that is the only option left. 
It is high that the Personnel department officials who play with the life of the employees be given fitting punishment.
