macp rules who came on own request transfer

I was appointed as ASM on 19.02.1988 in Ratlam division in 1200-2040 pay scale and promoted in 1400-2300 pay scale in October 1990.
In July 1998 i came on own request transfer to JHS division in 1200-2040 pay scale and I got restructring benifit in Nov.2003 and promoted in 1400-2300 pay scale again.
Due to some reason in 2006 i unfit for ASM category and posted in ministriel staff as O S .
Please tell me when I got MACP benifit because my department telling that you will be entitled in 2013 Nov. for IIIrd MACP. Is it right or wrong, if it is wrong please give me proper circuler so I fight my case strongly. Thanks

You will get 2nd MACP in in November 2003.

I am a railway employee,Presently working as JE(Mech) at CRS/CRS/TIRUPATI/S.C.RAILWAY from 07/08/2006 onwards,previously
worked as J.E(C&W) at SOLAPUR DIVISION of CENTRAL RAILWAY from 21/10/99 to 08/08/2006 and relieved to join on REQUEST
transfer on bottom seniority ,on reversion from JE-I to JE-II at present workshop.From 01/01/2006 onwards sixth pay commission
is implimented and both JE-I and JE-II are merged. My simple question is I am elgible for MACP or NOT,please clarify.
WPO/CRS/TPTY has told that may case is not elgible for MACP as I have got pramotion and came on reversion on bottom seniority.
my pramotion as JE-I is treated as one pramotion.

On one way transfer Ist MACP wont be given only 2 nd MACP will be given.

You can ask for Transfer. But your GP will go down to recruitment Grade GP.

I joined in western railway through sports quota on 23.03.1990 as junior clerk, i got my sr clerk promotion in 1991, and head clerk promotion in 1996, then i applied for own request transfer to pune division of central railway and got transfer in sr clerk (Graduate quota) on 14.08.1998,
again in 2004 i got promotion as head clerk
and through LDCE rankers quota got my promotion as os in june 2010 .
as pre grade pay whether i am elligible for 2nd macp , since my service is more than 20 years.
or else i will be eligible in 2014? please clarify

You have already got 3 promotions in your career you are not eligible for MACP.

I was appointed as steno on 13.04.1995 at HQ/CCG in 1200-2040 pay scale and promoted in 1400-2300 pay scale in May 1996.
In February 1999 i came on own request transfer from HQ to RTM division in 1200-2040 pay scale and I got promotion in Feb 2002 in 1400-2300 pay scale again and another promotion in 5500-9000 in July 2006.
But after the 6th pay commission's recommendation scale 5000-8000 & 5500-9000 are merged as a 9300-34800+4200 GP.
Please tell me when I got MACP benefit because my department telling that you will be not entitled in 2012 Feb for MACP.
Is it right or wrong, if it is wrong please give me proper circular so I can fight my case strongly. Thanks

1) As you came on unilateral transfer you will not be eligible for first MACP. (See Para 24 of the order)
2) As Per Para 5 of the order promotions in merged cadres to be ignored. So you have got one promotion net.
So that means you will get second MACP in April 2015 or 20 years from date of appointment.

Thanks, I got the above cited circular regarding MACP dated 10.06.2009 and I had read the para no.24 carefully, But, Para No. 2 of the the amendment and extented the rules 2008 para no. 24 by Railway Board 's letter no. S.N.PC-VI/242, RBE No.188/2010 No. PC-V/2009/ACP/2 dated 28.12.2010, as " It is clarified that in case of transfer including unilateral transfer own request, regular service rendered in previous organization / office shall be counted alongwith the regular service in the new organization/office for the purpose of getting financial upgradation under the MACPs.
Sir , Please now take the personal interest in my MACP case and clarified that above rules and suggest to me, how can i do for my next MACP benefit from my department.

I was appointed as ASM on Bilaspur Div on 3.3.1990 & on my own request I was transferred from Bilaspur Div. SEC Rly. to Khurda DIv, ECoast Rly on 4.4.2011. Before my transfer I was holding the post of SS-2 & my basic pay was16,000+4600GP(21,100). Now I'm getting basic pay 16,500+GP 2800(19,300),is the pay fixation is correct?May I get the benefit of MACP.

On request transfer you are not entitled for first MACP, but you still get second. In your case your case you are eligible for 4600 GP(see the original order on MACP).

Please also clarify the entitlement and Grade pay for Type-II Type-III and Type-IV quarter.

Upto 4200 - Type lll
All non-gaz staff more than GP 4200- Type lV
