Unemployment certificate for dependent

My father expired  last year.To add my mother in Pass as a dependent they are asking   unemployment certificate, but  our  Thahsildar not issued since it is not a prescribed to  list his.what can i do?

Instead get an Income certificate. Thahsildar should give this.
