Under the Cadre Restructuring Orders - 2013 being implemented in Railways, a panel for promotion from OS to Ch.OS is being prepared. As per prepared list of DPC, names of eligible candidates from the seniority list of OS have been taken and enlisted in three groups: Ist - names taken against the resultant vacancies yielded upon revision of percentage as on 01/11/2013 (to be promoted wef 01/11/2014), IInd - the names taken against the previous vacancies as on 31/10/2013 (to be promoted with immediate effect) and IIIrd - the names taken against the vacancies available up to 30/06/2014 (to be promoted with immediate effect).
Names of certain SC/ST staff from the seniority list of OS have been included in the above described both Ist group and IInd group of DPC against and as per their due reservation roster points. Some of these SC/ST staff are junior than the last staff taken in the above described IIIrd group (in fact they are junior most in the seniority list of OS).
I hereby want to confirm that
(i) since the said promotion orders to the post of Ch.OS would be issued through single letter, the said promotional panel (despite having taken names in three group) will be counted as single/one panel and
(ii) the staff of SC/ST categories whose names have been taken in the above described Ist and IInd groups are only indicative to count and fill up the respective reservation roster points and that their seniority would be counted in seniority list of Ch.OS as junior ones from the respective staff of gen. category from whom they were junior in the seniority list of OS.
Please confirm above whether it is as per existing rules and also give reference no. of the same.
