Rgarding 1st MACP

I joined indian railway as App.SE(c&w) on 01.01.2002 and after completion of one year training I posted as SE (c&w) from 01.01.2003 tell me when will I get my 1st MACP.

Dear sir,
i) I joined s.e. railway on 21/8/1989 as electric asst. driver through rrb/bbs in pb-1 gp. rs 1900/-.
ii) Maintaining service continuity again i joined in same rly.as apprentice txr through rrb/bbs (direct recruit-from open market) on 23/4/1991 in pb-2 gp rs.4200/-.
iii) Now i am working as sr.section engineer (c&w) in pb-2 gp rs.4600/- in same rly.
iv) I have completed 20 yrs of service in pb-2 on 23/4/2011 .
v) Am i eligible for macp? how many macp?
vi) My sr.d.p.o. says that as i have got two financial upgradations ( pb-1 to pb-2 & gp rs 4200 to 4600/- ) , i will not get any macp now, i shall get 3rd macp after 30 yrs of service.
vii) But there was no contribution of rly. for my joining in pb-2. it was direct recruitment completely on my own merit.
viii) Am i eligible for macp now ? is there any rly. board circular ? if yes kindly mail me the circular. my mail id is sbando2011@yahoo.in , thank you

If your date of joining TxR is considered fresh recruitment you will get 4800 from 10 years of getting 4600 or 20 years from 4200 whichever is earlier.

I am a senior clerk under SCW/SYAE/LLH in Eastern Railway absorbed as casual labour on 01-09-1976 and decasualized as Khalasi w.e.f 24-12-1980 in Engineering dept. On 16-05-1986 I have been taken in to permanent vacancy of Khalasi . I thereafter promoted to Clerk Gr.11under mechanical department on 03-04-1995 and on 21-11-2005 to Clerk Gr.1 with grade payRs.2800/-
I had no break during availing temporary status prior to joining in regular appointment. Now my question is whether I am entitled to get MACP

DEAR MR DHAR & MR RAO,
MY ADMINISTRATION IS NOT GIVING IMPORTANCE TO THIS CIRICULAR. THEY SAY THAT S.E RLY . HAS NOT GET THIS CIRCULAR. SO PLEASE GIVE ME THE SOURCE OF THIS CIRCULAR. I AM SEARCHING BUT TILL NOW I DID NOT GET IT. KINDLY COOPERATE ME TO GET THE CIRCULAR WITH SOURCE. THANK YOU

KINDLY GO THROUGH MY LETTER DATED 28/4/2012, MY PROBLEM IS GIVEN THERE. THERE IS RLY. BOARD LETTER TO SOUTH CENTRAL RLY NO 85/09 DTD 10/6.2009. I AM SEARCHING THE SOURCE OF THAT LETTER OR ANY OTHER CIRCULAR REGARDING THIS, THANK YOU.
