Railway has made it mandatory for the retiring employees to join RELHS.What about the ex-service men who has joined Railway and retiring now.They are eligible for ECHS and RELHS.But one cannot choose both.ECHS is far better than RELHS for them.Can they decline to be a member of RELHS
