Regarding workload due to extra duty & rest abrogate

I want to know,
I have twelve CRs . Other seven SMs have also ten to fifteen CRs.
But SMR does not sanction CR leave for four months.
He orders us to perform extra duty & also abrogate our
proper rest time to time.
He always orders us for duty in behalf of administration.
He does say if administration send LR, then I sanction any leaves otherwise you have to perform duty.
Can SMR perform duty to reduce CRs & in which condition.
What is the role of SMR in this condition.
