Sir,

Sub : Non-implementation of MACP in favour of the undersigned.

With due respect I beg to state that some lines of the undersigned, as a fact, are drawing to your kind attention in relation to implementation of MACP on being discussed with the dealer of Stenographer category about non-implementation. Accordingly, my service particulars during my tenure are furnished below for information and guidance.

I pray to your kind honour for looking into this issue and arrange to implement the MACP for working with duration of more than 18 years in one scale, if admissible.

You got 3 promotions even though these 3 posts now carry same GP. As per MACP Orders promotions in merged cadres will be ignored, but these 3 posts are not merged. So you are not eligible for further MACP.

Question from my dad.

I was Appointed as ASM through Rail SC on 19/4/1983 in scale Rs 330 – 560 (GP 2800 in 6 Pay Commission)

  • I got my 1st Promotion after 3 years as SM3 in May 1986 in Scale Rs 1400-2300(GP 4200).
  • Again promoted as SM2 in the year May 2001 in scale Rs. 5500-9000 (GP 4200).
  • (Both are merged to one promotion because of the same GP).
  • Then I got 2nd promotion in the year may 2005 as SM1 in scale Rs. 6500-10500 (GP 4600) after completion of 19 years  after 1st promotion.
  • As per MACP am I eligible for GP 2800

Waiting for a reply. Thanking in Anticipation.

Para 147(1) of IREM, Vol.1, as amended from time to time, the posts in the category of Signal Inspectors Grade III in scale Rs. 1400-2300 will be filled as under:

(i)              40% plus shortfall, if any, against inter apprentice quota as at (ii) below, by direct recruitment through the Railway Recruitment Boards; and

(ii)       20% by induction of Intermediate Apprentices from amongst Maintainers possessing the qualification of ITI/Act Apprenticeship in the relevant trade or 10+2 in Science stream with three years service and below 45 years of age; and

(iii)              40% by promotion by selection from Maintainers in the immediate lower grade.

There is no dispute for 40% direct recruitment for MACP. But who selected (General Selection) 20% by induction of Intermediate Apprentices eligible for financial upgradation under MACP Scheme as per para(i) of Railway Board’s letter No.PC-V/2009/ACP/2(RBE No.100/2012) dated 12.09.2012.

A trckman appntd w.e.f.16.3.84 after completion of 120 days. Thereafter he was apprvd (screening) w.e.f. 31.7.91. It has been mentioned in the circular that 50% of temp. status would be counted for grant of macp. Now the question is which period to be counted as temp.status:-
a) period prior from the d.o.apptt. (16.3.84)..or..
b) period between the d.o.apptt (16.3.84) to the d.o.apprvd (31.7.91).
Please clarify...!!!
