Noc to join in a higher Grade Post in Railways

Sir, I am working in tcm3 in raipur division from 14 months with completing my training. I an selected in higher grade pay in goods guard post. My administration is not giving me NOC. This guard post is very old like my current tcm post (employment notice no 3/2007). I want to forward my post into guard with no duration loss of tcm post. I fill the form of guard post before joining tcm post. So what i do to take NOC. Please advise me soon....

You will be relieved. Apply with all the particulars to your DPO.

The job period should be added. It will be counted as service for pension , leave and other benefits.

i had contact in dpo. They agree to give NOC but they said your working duration (post of tcm with 14 months) won't be add.. If i will join higher post, i am be a fresh candidate? My total working duration will be add or not?
