i want to know if any chargesheeted employee chargesheeted in year 2007 and penelaty finalized in sep2012 can be denied macp benefit of completing 20 years of service due on 15jan2011 with retro effect since the employee whose increament was due in july 2012 got his proper increament in july2012 but now to deprive the employee of 2nd macp benefit are trying to impose penelaty from retroeffect can the administration can do that
