Dear Sir,

My Details are as under:

D.O.A. as Goods Guard grade 1200-2040 :17-10-1987

RSRP-4500-7000

D.O.P. as Passenger Guard in  Grade(RSRP 5000-8000) : 01-03-1993

D.O.P. as Mail Express Guard in Grade (RSRP 5500-9000) :01-03-2003

My Pay grade has been changed  only twice till date as under :

1)on 1-3-93 fro  grade of 1200-2040 to 1350-2200.

2) on 1-3-2003 from RSRP 5000-8000 to 5500-9000.

AS per para 5 of letter RBE No.101/2009 dated 10/06/2009 pay grades of 5000-8000 & 5500-9000 have been merged which has further been clarified in  letter no. PC-V/2010/MACP/7/ECR  dated 10-02-2011.

Kindly clarify whether I am eligible for MACP.

Email :scpanjabi@yahoo.com

Thank You.

See the PC-V/2010/MACP/7/ECR dated 10.2.2011 that you quoted.

It says: Promotion in Guards category

"(i) From Goods Guard to Sr. Goods Guard.
(ii) From Sr. Goods Guard to Passenger Guard.
(iii) From Sr. Passenger Guard to Mail/Express Guard (Passenger Guard to Sr. Passenger Guard to be ignored).

Thus, such employees are not entitled to any further financial upgradation under MACP Scheme.
"

So in your case you got 2 promotion - Goods to Passenger and then to Exp. SO you are eligible for third  MACP in 2013.

Sir, Thank You very much for answering my query .  There is a small error in my representation which  I request you to please consider.

I had mentioned my second date of promotion as Mail Express Guard  on 01-03-2003 , whereby I was actually  promoted as Sr. Passsenger Guard from Passenger Guard in pay scale of RSRP 5500-9000, and not as  Mail Exp. Guard.

After this promotion, I was given promotion as Mail  Express Guard on 13-10-2004 without any monetary benefit  and I  am working in the same pay grade of RSRP 5500-9000.

Kindly clarify when I am due for MACP  in this situation.

So your situation is exacly like the same in the circualr PC-V/2010/MACP/7/ECR dated 10.2.2011.

See the end of circular:

"Thus, such employees are not entitled to any further financial upgradation under MACP Scheme. "

Unfortunate, but thus says the Railway Board.
