Is it possible for both the parties to have mutual transfer, one SSE direct recruit (B.tech) and other SSE promotee (Diploma)?

Dear Sir ,

I am Direct SSE posting in kharagpur workshop south eastern railway. Recently i applied mutual transfer application with one SSE who is a promotee in north east frontier railway. My qualification is B tech and his qualification is diploma.

Someone said that there cannot be mutual transfer between us as i am a direct recruiment SSE and our qualiication are different.

Please confirm whether we can have mutual transfer even  if we have different qualification.
