Higher basic pay for juniors than seniors

I have joined in Railways on January of 1979 as Junior Clerk and got promoted to OS grade-1 in 2002. My Juniors who were appointed in May 1979 were promoted to OS grade-1 in 2006. But currently they are drawing higher salary than me because they were sanctioned an additional increment from March 2006.

 

Currently my basic pay is Rs. 22,180 with grade pay of Rs. 4,600. Juniors basic pay is Rs. 22,240 with grade pay of Rs. 4,600

 

As per the rules, this should not be possible. I feel that there was some mistake in giving the increments. Can anyone suggest me on where to take this issue and how to move forward?
