GDCE Questions -Whether employee in same GP eligible?

Dear sir,

At present i am posted as comml. clerk in indian railway, recently i am promoted as sr. comml. clerk, GP 2800/-.

sir i wanted to go to appear guard (GP 2800/-) examination but question is, as per the notification of departmental examination of guard, clearly mentioned, as candidate will not be entitled/ appeared guard examination who having GP 2800/-

i also informed you that, previously before 2012 lot of departmental candidate appeared examination who having GP 2800/- and selected and doing training of guard at zonal training center SINY/SER.

i therefore request you sir, if there is any fresh circular issued by indian railway in this subject, please guide me and send any reference if any ? so myself can fight to personnel department.
