Character certificate attested by subdivisonal officer for railway employment group d assistant pointsmen

Hello sir,

Iam Ramasiva , selected for assitant pointsman in group-D railway recruitment cell secendrabad notification number cen no-1/2013. 

I got a offer letter from vijaywada railway division for apm post. i have to fill all my details in attestation form sent by them

and 2 different gazette attestestation in character certificate

and charcter signed by last studied institute and that attested by sub divisional magistrate.

All completed all and i got character certificate from my last studied college i.e engineering collage from vijaywada.

and i go to attestestaion on that character to sub divisional magistrate , she informed me to first sign by MRO of ur village and then come to here

I go to my MRO office and said that what she said to me . My MRO told that this sign is from vijaywada college how can i verify this is your college principal sign ? then i told that i had to contact my college principal in phone to say that sign is our principal . But he did not accpect this , He told that he will not sign on charcter. If he not sihned sub-divisonal magistrate not signed then job lost.

My question is , Is this Mro required to verify  genuinity of college sign or my localicty and resisdence ?

what is the solution about my problem? plz tell me sir iam awaiting for ur responce
