5 months validity of passes for already issued passes before railway board letter

please tell me that the 5 months validity period for already issued passes but not used . is there any clarification given for this issue .that is pass is issued before validity extension with 4 months validity. But the person is not utilized . Then  is he eligible to  make reservation as per railway board amended rules with out changing last date mentioned in pass.
