removal of any item which appears in the SOD

items appearing in SOD as restrictions can be removed by COM directly if obstructions are removed and divisional officers certified? suppose one section is not allowed to run ODCs. then if the obstruction of OHE/P Way?any other is removed by and certified by D.Os then can I apply a note for withdrawal of such restriction directly?whether COM has to consult rly board or CRS or any other department?
