Issue of NOC for higher grade post in same railway zone If the person applied after written exam and before verification

One of my friend is selected for the post of Depot Material Superintendent through RRB/Secundrabad, he is already working as Technician-I in the same Zone of SCR. He applied for the RRB/SECUNDRABAD CEN05/2010 notification for the post of Junior Engineer and Depot Material Superintendent . But he got NOC with mentioned category numbers of Junior Engineer only.By over site the category number and post of  Depot material superintendent  is not included in NOC request application. Now  he got call letter for attending certification verification for the post of Depot Material Superintendent . Now he applied  ​again ​for NOC  to produce at the time of certificate verification. My Question is he can get NOC for above post with ignoring the above oversite or fresh request before certificate verification is concidered.
