Entitlement of Restricted Holidays

I'm posted & wkg as OS in a prod unit 'Concrete Sleeper Plant' and being given 8 CL per year but RH is not being given saying that workshop staff is not entitled for RH. Pl clarify whether it is correct. DLW's Min staff says staff working in admn office are entitled. Pl refer rules pertains also.
Kindly provide reference of authority regarding Restricted Holiday - Entitlement and total number of days of RH due to be granted to various type of railway employee working in various categories viz. shop staff (artisan & supervisory) in workshop, ministerial staff in workshop's admn offices.
