clarification regarding mutual transfer

hi sir, this is shiva sse/dsl/elec gtl.... i have mutual transfer to c&w vskp.... whether it is possible to have mutual frm dsl to c&w.... the guy who is going to have mutual with me belongs to schedule caste and iam frm OBC.... mutual is possible or not..... both got  selected frm RRB 2013 recruitment....can u pls give me rply with some railway board letters..... waiting for rply...........
