Transfer Rules

  • Normally a Railway employee is employed throughout his service on the same Railway or Railway establishment to which he is posted on first appointment.
  • A Railway employee claim as a matter of right to be transferred to any other Railway establishment.

 

Types of Transfer

  • On Administrative Grounds
  1. Simple Transfer.
  2. Promotions.
  3. reduction in establishment.
  4. Punishment.
  • On the request of employee
  1. One way transfer.
  2. Mutual Transfer.

In Administrative interest

  • Whenever transfer is in administrative interest, seniority is not lost.
  • Trade union office bearers not to be transferred without agreement of union concerned except in cases of Vigilance cases, promotion, legal requirement etc.
  • SC/ST may normally be transferred at stations where they can be provided with quarters or to home station.
  • Employees with children having hearing impairment or multiple disability who apply may be considered for posting in the same state to the extant possible.
  • To avoid fraud in transfers Railway Board has laid down a procedure which requires submission of as many copies of application as the officials/levels through which it has to move with a photo of the employee in each.

Own Request

  • In case of Transfer at one’s own request to a new seniority unit the employee gets the bottommost seniority on the day of joining new station.
  • If the transfer takes place within the same seniority unit the seniority will be maintained.
  • Service rendered in the old unit will count as Qualifying Service for promotion in the new unit provided  (i)he is otherwise eligible for selection to the post as per extant rules. (ii)The category in which he was working in the old unit is an eligible category for selection in the new unit also. (iii)The service so allowed to be counted does not exceed the length of service of immediate senior in the new unit.

Mutual Transfer

  • In case of Mutual Transfer both the employees gets the seniority of junior of them.
  • Request for backtracking of mutual transfer shall not be entertained.

Periodical Transfers

  • Certain posts are identified as sensitive in view of the Railway employee coming into contact with public /contractors or handling pay bills/passes etc.
  • These categories of Railwaymen will be transferred after 4 years of service in a station.
  • The categories include ASMs(excluding those posted at way side stations), Stock verifiers, JE/SE(Works and Permanent Way) in charge of Stores, dealing with Contractors.

Ticket Checking Staff

  • Ticket Checking Staff indulging in malpractices is sent on Inter Railway/Inter Divisional Transfer as a matter of policy. General Manger will review DAR cases of those staff let off on ‘Censure’ on merit of each case and decide if transfer ordered be canceled or not.

Supervisors directly connected with the safety of train operations

  • Supervisors directly connected with the safety of train operations be transferred as recommended by CRS after review of their past performance based on merit of each case.

Transfer of Staff to IRCTC

  • All Group C and D employees working in various catering/vending unit has been transferred to IRCTC along with their posts.
  • Those staff who opt to revert back shall be considered as surplus and treated as such.

NF Railway

  • Group A officers initially allotted to NF Railway shall be considered for transfer out of NFR after putting 8 years of service.
  • On completion of tenure they can submit 3 choices of Railway/Units of their preference and efforts will be made to accommodate their choice subject to administrative feasibility.

As far as possible they

Maximum  amount is 34 times the Basic Pay + Grade Pay or Rs. 7,50,000 or the actual cost or repaying capacity whichever is less.

Officiating pay means you

Officiating pay means you will get the pay of the post on which you are officiating. If you are officiating in GP 1900 , you get GP 1900.

I was appointed as Jr. commercial clerk on 08.01.2003 through V.C.R.C RRB GHY. After i got the promotion of Sr.CC and i was entitled to write the exam of commercial inspector in LDCE departmental quota. i was selected and now i am working as commercial inspector at GHY in the HQ office Maligaon. That sir i have applied for inter railway transfer at eastern railway  for the same post of CI. I am having the qualification of the same post through DR quota which required i.e is graduation. But, sir eastern railway is unable to accommodate me in the same post and are willing to accommodate me in Jr.CC in my recruitment  grade. One more clarification is that if i had been selected as a commercial inspector through RRB commercial apprentice then there would have been no problem in accepting me in their railways .

So sir please help and clear me the rules regarding own request transfer and tell me can i be accommodated in the other railway in the CI post if they have the vacancy available in the DR quota.

 

In inter Railway transfer the

In inter Railway transfer the candidate will get recruitment grade seniority. But wherever there is an element of Direct Recruitment, he can be considered. He can be considered, and not must be considered. So it is upto administration to decide. In your case ER will decide taking into consideration among other things, the available vacancies.

 i am working as  a pharmacist in northern railway central hospital, new delhi after own request transfer from  east central railway ,danapur from 18/10/2011. my date of appointment is 28/01/2002. as per rule i should be granted grde pay 4200 from 01.01.2006. but it has been not given yet. now  in new delhi when i sholud get grade pay 4200. in danapur this rule had not implemented.

   We 250 nos. of act apprentice completed students have joined  as SW/CMS in Eastern Railway.Till month of April there was rule "if new one come , he have to join as SW/CMS and he will replace the existing one SW one under CMS as per M.O.P(merit of percentage)  list and the existing SW one under CMS will replace the another SW/SI (IN THE WORKSHOP) and the SW/SI will replace the SW/SO and the SW/SO will go to shop floor after replacing him.From the month of May suddenly the rule is changed.Now "if new one come , he have to join as SW/CMS and he will replace the existing  SW one under CMS as per combined seniority list where many posts such as peon,hospital attendant,bearer,canteen cleaner is present and the SW/CMS will replace the bearer,peon,HA,CC.But there was different rule for recruitment and transfer in those posts  as per administrative rule.it is also said "as per rule the person who is most senior in seniority list will go to shop floor and if he does not exist in SO  where persons get shop working experience and if he exist in the posts of HA,CC,peon whatever  it is.

    Now we are totally confused and just can't think that is the procedure  logical ? what have to do ?

                                I would like to know that, I have joined in rlys as Tech-3 in 1995 later promoted as Tech-2 in 1997 and further promoted as Tech-1 in 1999 may, later on no promotion, After that   I have been selected as JE through RRB by taking NOC  from competent authority on 2 nd  July 2007. after completion of 18 months training I was confirmed as JE on 13/2/2009.

1) I would like to know that am I eligible for MACP  after completion of 10 years service. as our batch mates get acp in 2009 may as technicians and placed in 4200 Grade pay.

2) when I am eligible for appearing group B exam.

I have joined railways in 17.4.89 as a Pharmacist after 6th center pay commission entry grade of pharmacist is Rs 2800 grade pay and after completion of 2 yr suspenseful service placed in grade pay of Rs 4200.

I want to know how can we get benefit of 1st , 2nd and 3rd MACP and duration of service.

As you get first upgradation

As you get first upgradation on completion of 2 years 1st MACP wont apply to you. You will get 2nd and third MACP on completion of 10/20 years in 4200.

No, mutual transfer option is between two types. What you suggest can be possible in two separate mutual.

Sir, I was group-D employee

I was group-D employee in Northern Railway and my joining date was 18.11.1998, but a circular of Railway Board was passed out on 2005, for fill up Messengers (Group - D), against requirement /vacant post from all zonal railways. I was also applied with through proper channel and posted there on July 2006 after interview / selection from Northern Railway to Railway Board.

In this regarding I want to ask you, kindly guide me what seniority will be placed me at Railway Board that 1998 or 2006. I did not go to Railway Board on request, it is administration required.

When you get promotion you

When you get promotion you can give option to draw promotional increment from date of promotion or from 1 st July. If you select second option you get two increments(promotion and regular) on july 1.

This is to bring to your notice that my husband Mr. Gautam Goswami (CHRI, GIM) was transferred to GIM from ADI on promotion and he is working at GIM since April 2010 to till date.
 
He has also been transferred back to ADI station as per your office letter number EC/839/1/Reservation Staff (P.T) O. O. Number 27/11 dated 31st January, 2011. But due to some reason what so ever it is not known that this order has been cancelled for which no office order has been received and he is still working at GIM station.
 
However,  I am aged 46 years, suffered from Tuberculosis 22 years back. And due to this recently I have been diagonised with low haemoglobin counts and was asked to get hospitalised. But due to my liabilities in absence of my husband and no relatives nearby, I have to single handedly take care of aged (more than 85 years) old father in law and mother in law, an unmarried daughter where I do not have any male member in my family, I had to refuse to get hospitalised. Adding to this terrible situation we have to manage 2 establishments (1 at Gandhidham for my husband and 1 here in Ahmedabad)
 
 I would like to request you to please consider my pitiable situation (you can hopefully understand) and help me to get in touch with some authority to transfer my husband back to Ahmedabad Area so that he can take care of the family along with his duties. However, I have emailed my situation to [email protected]​.gov.in and [email protected]​ov.in but didnot get any response from such senior Authorities.

You cant get the same

You cant get the same seniority. You will have the seniority of a direct recruit only. But if you get properly relieved you will get all other service benefits.

One my Uncle who is physically handicapped an employee of NF Railway. Suddenly he is transferred to Lumding from Ghy which is troublesome for him, as he has no Son and only one daughter who is studying at Ghy.

     Pl clarify own request inter railway transfer rules of Sr. commercial clerk . Does the rule says that the minimum qualification i.e matriculation with 50% marks required for own request inter railway transfer?

                              I was appointed as group 'D' staff on compassionate ground with minimum qualification of eighth pass. Even though at the time of promotion as junior commercial clerk  the qualification required was eighth pass.But sorry to say that now due to my qualification (non matriculate) even after receiving my inter railway transfer order i am not sparred.

sadwn request transfer is given in the appointment grade with lowermost seniority. But if you have the basic qualification u can be considered fo intermediate recruitment grade. Since u dont have basic qualification u cant get intermediate post.
