Modified Assured Career Progression Scheme (MACPS)

  • MACPS is applicable to all regularly appointed Group ‘A’, ‘B’, and ‘C’ Railway Employees .
  • The financial upgradations under the MACPS would be admissible upto the highest Grade Pay of Rs.12000/- in the PB-4.
  • Casual employees, including those granted ‘temporary status’ and employees appointed in the Railways only on ad-hoc or contract basis shall not qualify for benefits under the aforesaid Scheme.
  • Three financial upgradations shall be given under the MACPS, counted from the direct entry grade on completion of 10, 20 and 30 years of service respectively. Financial upgradation under the Scheme will be admissible whenever a person has spent 10 years continuously in the same Grade Pay.
  • The MACPS envisages merely placement in the immediate next higher Grade Pay in the hierarchy of the recommended revised Pay Bands and Grade Pay as given in Section 1 , Part-A of the first schedule of the Railway Services (Revised Pay) Rules, 2008. Thus, the Grade Pay at the time of financial upgradation under the MACPS can, in certain cases where regular promotion is not between two successive grades, be different than what is available at the time of regular promotion. In such cases, the higher Grade Pay attached to the next promotion post in the hierarchy of the concerned cadre/organization will be given only at the time of regular promotion.
  • Benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the Scheme. Therefore, the pay shall be  raised by 3% of the total pay in the Pay Band and the Grade Pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion if it is in the same Grade Pay as granted under MACPS. However, at the time of actual promotion if it happens to be in a post carrying higher Grade Pay than what is available under MACPS, no pay fixation would be available and only difference of Grade Pay would be made available.
  • Promotions earned/upgradations granted under the ACP Scheme in the past to those grades which now carry the same Grade Pay due to merger of pay scales/upgradations of posts recommended by the Sixth Pay Commission shall be ignored for the purpose of granting upgradations under Modified ACPS.
  • No stepping up of pay in Pay Band or Grade Pay would be admissible with respect to junior getting more pay than senior on account of pay fixation under this scheme.
  • In the case of all the employees granted financial upgradations under ACPS till 01.01.2006, their revised pay will be fixed with reference to the pay scale granted to them under the ACPS.
  • In the case of ACP,  upgradations granted between 01.01.2006 and 31.08.2008, the Railway employee has the option under the RS(RP) Rules, 2008 to have his pay fixed in the revised pay structure either (a) w.e.f. 01.01.2006 with reference to his pre-revised scale as on 01.01.2006; or (b) w.e.f. the date of his financial upgradation under ACP with reference to the pre-revised scale granted under ACP. In case of option (b), he shall be entitled to draw his arrears of pay only from the date of his option, i.e. the date of financial upgradation under ACP.
  • In cases where financial upgradation had been granted to Railway employees in the next higher scale in the hierarchy of their cadre as per the provisions of the ACP Scheme of October, 1999, but whereas as a result of the implementation of Sixth CPC's recommendations, the next higher post in the hierarchy of the cadre has been upgraded by granting a higher Grade Pay, the pay of such employees in the revised pay structure will be fixed with reference to the higher Grade Pay granted to the post.
  • With regard to fixation of his pay on grant of promotion/financial upgradation under MACP Scheme, a Railway employee has an option under Rule 1313(1)(a)(i) of the Indian Railway Establishment Code-Volume II, (Sixth Edition 1987 – 2
  • Promotions earned in the post carrying same Grade Pay in the promotional hierarchy as per Recruitment Rules shall be counted for the purpose of MACPS.
  • Consequent upon the implementation of Sixth CPC's recommendations, Grade Pay of Rs.5400 is now in two Pay Bands viz., PB-2 and PB-3. The Grade Pay of Rs.5400 in PB-2 and Rs.5400 in PB-3 shall be treated as separate Grade Pays for the purpose of grant of upgradations under MACPS.
  • 'Regular service' for the purpose of the MACPS shall commence from the date of joining of a post in direct entry grade on a regular basis either on direct recruitment basis or on absorption/re-employment basis. Service rendered on adhoc/contract basis before regular appointment on pre-appointment training shall not be taken into reckoning. However, past continuous regular service in another  Government/Department in a post carrying same Grade Pay prior to regular  appointment in a new Department, without a break, shall also be counted towards qualifying regular service for the purpose of MACPS only (and not for the regular promotions). However, benefits under the MACPS in such cases shall not be considered till the satisfactory completion of the probation period in the new post. 10. Past service rendered by a Railway employee in a State Government/statutory body/Autonomous body/Public Sector organisation, before appointment in the  Railways shall not be counted towards Regular Service.
  • 'Regular service' shall include all periods spent on deputation/foreign service, study leave and all other kind of leave, duly sanctioned by the competent authority.
  • The MACPS shall also be applicable to work charged employees, if their service conditions are comparable with the staff of regular establishment.
  • Existing time-bound promotion scheme, including in-situ promotion scheme, Staff Car Driver Scheme or any other kind of promotion scheme existing for a particular category of employees in the Railways, may continue to be operational for the concerned category of employees if it is decided by the concerned administrative authorities to retain such Schemes, after necessary consultations or they may switch-over to the MACPS. However, these Schemes shall not run concurrently with the MACPS.
  • lf a financial upgradation under the MACPS is deferred and not allowed after 10 years in a Grade Pay, due to the reason of the employees being unfit or due to departmental proceedings, etc., this would have consequential effect on the subsequent financial upgradation which would also get deferred to the extent of delay in grant of first financial upgradation.
  • On grant of financial upgradation under the Scheme, there shall be no change in the designation, classification or higher status. However, financial and certain other benefits which are linked to the pay drawn by an employee such as HBA, allotment of Government accommodation shall be permitted.
  • The financial upgradation would be on non-functional basis subject to fitness, in the hierarchy of Grade Pay within the PB-1.Thereafter for upgradation under the MACPS the benchmark of 'good' would be applicable till the Grade Pay of Rs. 6600/- in PB-3. The benchmark will be 'Very Good' for financial upgradation to the Grade Pay of Rs.7600 and above.
  • In the matter of disciplinary/penalty proceedings, grant of benefit under the  MACPS shall be subject to rules governing normal promotion. Such cases shall, therefore, be regulated under the provisions of the Railway employees (Discipline & Appeal) Rules, 1968 and instructions issued there under.
  • The MACPS contemplates merely placement on personal basis in the immediate higher Grade Pay/grant of financial benefits only and shall not amount to actual/functional promotion of the employees concerned. Therefore, no reservation orders/roster shall apply to the MACPS, which shall extend its benefits uniformly to all eligible SC/ST employees also. However, the rules of reservation in promotion shall be ensured at the time of regular promotion. For this reason, it shall not be mandatory to associate members of SC/ST in the Screening Committee meant to consider cases for grant of financial upgradation under the Scheme.
  • Financial upgradation under the MACPS shall be purely personal to the employee and shall have no relevance to his seniority position. As such, there shall be no additional financial upgradation for the senior employees on the ground that the junior employee in the grade has got higher pay/Grade Pay under the MACPS.
  • Pay drawn in the Pay Band and the Grade Pay allowed under the MACPS shall be taken as the basis for determining the terminal benefits in respect of the retiring employee.
  • If a Group ‘A’ Railway employee, who was not covered under the ACP Scheme has now become entitled to say, third financial upgradation directly, having completed 30 years’ regular service, his pay shall be fixed successively in next three immediate higher Grade Pays in the hierarchy of revised Pay Bands and Grade Pays allowing the benefit of 3% pay fixation at every stage. Pay of persons becoming eligible for second financial upgradation may also be fixed accordingly.his pay fixed in the higher post/Grade Pay either from the date of his promotion/upgradation or from the date of his next increment viz. 1st July of the year. The pay and the date of  increment would be fixed in accordance with clarification no.2 of Railway Board's letter No.PCVI/2008/I/RSRP/1 dated 25-9-2008 (PC-VI/22, RBE No.132/2008)
  • 'Regular service' for the purpose of the MACPS shall commence from the date of joining of a post in direct entry grade on a regular basis either on direct recruitment basis or on absorption/re-employment basis.   • In case an employee is declared surplus in his/her organization and appointed in the same pay scale or lower scale of pay in the new organization, the regular service rendered by him/her in the previous organization shall be counted towards the regular service in his/her new organization for the purpose of giving financial upgradation under the MACPS.
  • In case, an employee after getting promotion/ACP seeks unilateral transfer on a lower post or lower scale, he will be entitled only for second and third financial upgradations on completion of 20/30 years of regular service under the MACPS, as the case may be, from the date of his initial appointment to the post in the new organization.
  • lf a regular promotion has been offered but was refused by the employee before becoming entitled to a financial upgradation, no financial upgradation shall be allowed as such an employee has not been stagnated due to lack of opportunities. If, however, financial upgradation has been allowed due to stagnation and the employee subsequently refuses the promotion, it shall not be a ground to withdraw the financial upgradation. He shall, however, not be eligible to be considered for further financial upgradation till he agrees to be considered for promotion again and the second or the next financial upgradation shall also be deferred to the extent of period of debarment due to the refusal.
  • Cases of persons holding higher posts purely on adhoc basis shall also be considered by the Screening Committee along with others. They may be allowed the benefit of financial upgradation on reversion to the lower post or if it is beneficial vis-à-vis the pay drawn on adhoc basis.
  • Employees on deputation need not revert to the parent Department for availing the benefit of financial upgradation under the MACPS. They may exercise a fresh option to draw the pay in the Pay Band and the Grade Pay of the post held by them or the Pay plus Grade Pay admissible to them under the MACPS, whichever is beneficial.

You wont get first MACP. You are eligible for 2nd and 3rd MACP at 20, 30 years respectively from date of joining initial post.

I was posted as Orderly in the year 1974.  I was promoted as head clerk in 1996 in grade pay of Rs4200/-.  I want to know whether I am entitled of MACPS i.e. Grame Pay of Rs4600/-

If you already got 3 promotions in your career No. Other wise you had to get MACP in 2006.

SIR ,previously i was appointed in rly as electric fitter in grade 260-400 in 1986 in traction distribution dept and got promotion upto ELF Gr 1 scale 4500-7000 in 1996. then i was selected in  assistant commercial clerk scale 3200-4900 through G.D.C.E. in 2000  in the initial grad of commercial dept. with pay protection then i got the promotion of sr.acc scale 5200-20200-2800 in sept 2007. CAN I GET FURTHER GRADE PAY OF 4200 AS I HAVE BEEN appointed IN  INITIAL SCALE OF COOMERCIAL DEPT   and completed my 25 yrsof length of my service.

Technically you got 3 promotions. I dont think you are eligible.

but i m selected against 30percentage quota of  RRB exam through G.D.C.E. in commercial deptment, and got only one promotion . then should i get further promotion as i have completed my 25 years of my service.

When a benefit is given retrospectively arrears shold be given for all the benefits. It is a pity that they dont do it in the Personnel department. There is no seperate  circular for that.

I was appointed as T.T.T.'B' on 01.06.1993. After classification and "Trade Test" as Draftsman, Grade-II on 01.01.2001, as per the then rule I was enjoying scale of pay Rs. 5000-150-8000 from 01.01.2004.
I appeared in Limited Departmental Examination (LDC) for "Grade of Surveyors" in the year 2008 and have been selected. As a result I had to go all the strainous training at IIS&M, Hyderabad (Curse No.400.88) laving my family incuding two minor children and aged parents here (i.e. Kolkata).
Before going to Hyderabad, my pay was Rs.9300-34800 with Grade Pay Rs. 4200 by virtue of 6th Pay Commission.
Now I am classified as Surveyor, Div-I after completion of the training. But no promotional / finantial benefit (i.e., increment etc.) has been given to me at the time of fixation.
 
 

Fixation has not been done as you were already in GP 4200( pre revised 5000 -8000).

DURING 2007 I GOT AGAIN PROMOPTION TO JR. WORKS MANAGER  WEF 02 04 2007 DURING 2008 6TH CPC DECLARED NOW ISEE THAT EVEN AFTER COPLETION OF 30 YRS I GOT ONE PROMOTION ONLY GP 4200 PB2 TO GP4600 PB2

You should get your 2nd MACP from 10 years of your promotion to GP4600.

i was appointed in march 1992 as junior clerk. Got promotion in june 1994. Transferred on unilateral transfer in lower grade as junior clerk in August  1994. Got promotion as senior clerk in new organisation in February 1997.  However No MACP has been given to me till date. Kindly advise when i will be eligible for MACP. relevent orders letter no and date may also be advised please.
 
 

Since you went on one way transfer you wont get first MACP. You will get second MACP in 2012.

 I was appointed as ASM in 19.02.1988 for training and posted on 27.09.1988in 1200-2040 pay scale and promoted in 1400-2300in october 1990 . I came on own request transfer in july 1998 in JHS division in 1200-2040pay scale and again promoted in 1400-2300 in November 2003 in restructuring  Now my question is when i got macp benefit please

You will get 2nd MACP in in November 2003.

As you got promotion in 2005 next MACP will be in 2015. As regards Junior getting more pay there is no way as they are in other division.

  C.R   locopilot  has  got  the  above  benifits  but still   we  had  not recived any  kind  of 
  benifts .  the  locopilots  who  got  the  promation  in  2006  they  drawing  more  then  me . Is 
  there  is any  rule  that  jonior  drawing  more  pay  then  seniors .

I have appointed as Clerk at Southern Railway on 28.12.1988 and promoted as Sr.Clerk on 21.4.1992. On 01.01.2006 I got MACP(IInd MACP) with grade pay of Rs.4200/-. I have served more than 19 years in the same grade(as Sr.clerk).When I am eligle for IIIrd MACP.

In April 2012 you willbe eligible for 3rd MACP.

You should get MACP in June 2011 that is 20 years from 1991.

sir i am permanent way supervisor in lucknow division first joint railway 17 june 2006 and take mutual transfer 6th november 2009 but i am not get yet grade pay 4200 what is minimum residency period for me and due loss of seniority i loss financialy

MACP is based on the actual service in the cadre, so it will be from your date of completion of training only.

i am appointed as tech-iii in 20.08.1990 i got 1st  acp upgratution on 20. 08.2002 grade- 4500-7000. now I COMPLETE MY 20 YEARS IN SERVICE ON 20.08.2010 . so i entiled of macp
2nd macp upgradution due on 20.08.2010 . but office told me that i am complte my training 30.04.1991 so my macp due on 30.04.2011  (according to office ) but they cant upgrade my to gp- 9300-38400-4200. they told me that my upgradution is due in 1st week sept.2011 . plz help me to verify  this .

No. You already got 3 grades,  4600, 4800 and 5400 from initial 4200. So you wont get.no

I jone railway in 1991 with the scale of 3050-4900, after their I  got 1st  pramotion in in the yar 1994 with the  grade of 4000-6000.The  department have declair surplus to me  in the year 2003. I had worked at same place/same post up to 31 March 2007. However, I seek transfer in the lower grade after implemention of 6 CPC i.e. 31 March 2007. The department already fixed me  in the GP-2400 as on 01.01.2006, than they reduced /fixed GP-1900/- as on 31 March 2007. I want to know  that,  which GP Provided by the railway after reversion as on 31 March 2007, either 2000 GP or 1900 GP.How they will be give me pay protection.

kindly clarify what will be my grade in 2nd MACP to unilateral transfer on request to lower post.
my service particulars; joined in service as stenographer grade III in Nov 1988. While I was working as Stenographer Grade I (GP 4200) I had applied for unilateral trasfer on request. I got that transfer and joined on 6 april 2009 as Stenogrpaher gr III (GP 2400).
After that my previous office had fixed my 2nd MAcP with GP 4600 according to DOPT order. This grade pay 4600 got in 2nd MACP can protect.
Now DOPT issued an OM saying that in case of transfer including unilateral transfer on request regular service rendered in previous orgn/office shall be counted alongwith the regular service in the new office for the purpose of getting financial upgradtion under the MACPS.
Kindly tell me what will be my GP for fixing my pay. I had completed 22 years service.

 I was joined rly as shroff in sept.93 in pay scale 950-1500,I got prmotion in july 1996 in scale 1200-2040.After 13 years I got 2nd promotion in 9300-34800 GP 4200 on july 2009. Grade pay 2800 are not applicable in our cadre.So as MACPS which grade pay are permissible for me from 1.09.2008 to june 2009 ?

I got appointed as CG-1 in 84 in scale 330-560 Promoted as AA in 87 in scale 1400-2600 Posted as S V in same scale in 89 and worked only for 35 days as SV, not appeared for Appendix IV-A, no financial benefit received while working as SV. Promoted as TIA in 1989 in scale 1640-2900 from AA while working as SV. Became Sr TIA in 93. Now i am denied my MACP for GP 5400 on the contention that AA to SV as a promotion. Dear Sir, I am at present working as JE(P.Way) Pay Scale 9300-34800+ GP 4200/- Following is my job chronology: 22.11.1993: Absorbed as P.Way Supervisor [(pay scale: 1400-2300 later it was fixed in 4500-7000(RSRP)+Rs 100/- as spl allowance in V PC] in Rly through RRB, 07.06.1997: Promoted as adhoc JE P.Way in the Pay scale 5000-8000(RP) 01.11.2003:I got regular promotion through restructuring in (pay Scale 5000-8000)as JE P Way. My query is : Am I eligible for benefits under MACP scheme because I am working in same pay grade in scale 9300-34800 GP 4200/1400-2300 for 17 years.I was initially absorbed in the pay scale of 1400-2300 IV pay commission. later in V pay commission I was fixed in the pay scale of 4500-7000 + Rs 100 (Spl allowance).At present entry grade for PWS and JE is same Rs 9300-34800 GP 4200.As per MACP scheme if a employee continuously working in a grade should be upgrade in next higher grade after 10 years. I was appointed in Railway as Jr. D-man through direct recruitment in scale 1200-2040. While appointment in house training period of one year was followed by appoitment letter and has been regularised. My question is that while calculation of Regular Service the training period of one year is not being considered and hence my MACP benefit is denied by one year. 
My popinion is that as per the MACP policy "Service rendered on adhoc/contract basis on preappointment training is not being considered for grant of MACP". Since I do not fall under the criteria specified by MACP policy, I am eligible for consideration of my post appoitment training period for grnat of MACP.
Please help.

I joind railways in 1997 as PWS in scale Rs. 4500-7000 and promoted as JE in Feb'2005. in scale Rs. 5000-8000. Now in which scale I should be got fixed in MACP scheme ?

i joined in railways in the year 1988 in the scale of 3050 and got promotion in the year 1993 and placed in the pay scale of 4000/- and in the year 2001 i was selected in 25% ldc exam and placed in pay scale of 5500/- after under going 2 years training.
In 6cpc pay scales 5000 and 5500 merged and given grade pay of 4200/- .i.e without passing the ldc exam and to under go 2 years training every one got grade pay of 4200/- and the supervisory grade has been down graded and called chief clerk . Moreover as per macp my juniors got 4600/- grade pay due to the merger of scales 5000 and 5500 and i am still in grade pay of 4200/- waiting to complete 10 years period .The persons who are promoted to 5500/- through ldc exam and direct recruits must be given 4600/- grade pay as on 01-01-2006 in order to do justice and to encourage merit other wise no one come forward to take more responsibility since they are getting same or some time more pay than those who take more responsiblity.
on more plea is ldc selection must not be consider as regular promotion in applying MACP scheme  because a person who join in ldc will get grade pay of 4600/- in his career without any effort and in normal course and persons like me who joined in service in 3050/ basic will also end his career with grade pay of 4600/- eventhough promoted to higher grade through ldce.
