Joining time and transfer grant

I would like to know the exact transfer rules pretaining, the joining time and transfer grant allowance to the railway employee of grade pay 4200 under MACP to the station 10 kms far under periodical request transfer.
dear sir, i'm sandeep. i am called for document verfication by RRB allahabad for the post of JE Electrical (GEN/ DESIGN).
I just want to know which is better (in JE design & JE general) for future prospects & what is the difference between them. Please suggest me..
