Fixed Medical Allowance

  • Fixed Medical Allowance shall be granted to those Railway pensioner/family pensioners who are residing beyond 2.5 KMs from the nearest Railway Hospital/health unit if they do not avail OPD facility at Railway hospitals/health units.
  •  This fixed medical allowance is given to meet the day to day medical expenses.
  • The beneficiaries are not entitled to receive outdoor treatment from Health Unit /Railway Hospital etc. except in cases of Chronic Diseases. Some of the common illness, which are treated as chronic diseases are given below:
  1. Arthritis and related conditions
  2. Cardiovascular disease
  3. Cancer of any part of body
  4. Diabetes mellitus
  5. Epilepsy disorders
  6. Obesity / chronic weight loss
  7. Tuberculosis
  8. AIDS
  9. Oral Health Problem
  10. Chronic skin disorders

  • The concerned pensioners/family pensioners are eligible for Medical facilities after retirement under any of the existing health care schemes in the Railways. Actual enrolment under such a scheme is not a pre requisite. (Ref 1 , 2, 3)
  • Pensioner/family pensioners will have to give an undertaking to the effect that from the day they claim Medical Allowance they will not avail of OPD facility at Railway hospitals/health units. (Ref 3)
  • Option to either claim medical allowance or to avail OPD facility at Railway hospitals/Health units can be changed only once in case of change of residential address of Railway pensioners/family pensioners. (Ref 4 & 5)
  • Railway pensioners/family pensioners have to furnish an undertaking that they reside beyond 2.5 KMs from a Railway hospital/health unit. An entry to this effect should be made in both halves of their PPOs.  (Ref 2)
  • Fixed Medical Allowance is given at the rate of Rs. 300/- per month. (Ref 10)
  • Fixed Medical Allowance is allowed to Railway pensioners / family pensioners irrespective of the fact whether they are members or not of RELHS, or, any other health scheme.   (Ref 8)
  • Pensioners/family pensioners who possess RELHS card & avail OPD facility are NOT entitled for Fixed Medical Allowance, whereas those who possess RELHS card but do not avail OPD facility  [except in cases of chronic diseases, as defined in Board’s letter No. 2006/H/DC/JCM dated 12.10.2006] are entitled for Fixed Medical Allowance. (Ref 9)
  • The new entrants in the RELHS-97 should be allowed option to switch over from claiming Fixed Medical Allowance to availing OPD facilities. This would naturally, lead to their becoming ineligible for FMA.  (Ref 7)
  • FMA is allowed also to the railway beneficiaries of New Pension Scheme (NPS) drawing additional relief on death/disability of Railway servant and staying beyond 2.5 KMs from the nearest Railway Hospital/Health unit As and when the Health Insurance is introduced in Railways, the New Pension Scheme railway pensioners would be shifted to the Health Insurance Scheme.
