1. During the course of examination of a representation, it has come to notice of the Board that different methods are being followed while fixing the pay of running staff on their appointment to posts under the General Departmental Competitive Examination [GDCE] Scheme.
2. It is advised that in the absence of specific orders from the Board to this effect, the benefit of reckoning of pay element for the purpose of fixation of pay of running staff on their appointment to the posts under the General Departmental Competitive Examination Scheme is not admissible. Further, the GDCE Scheme is voluntary in nature and the concerned staff are aware of the mode of fixation of pay on their appointment to a post under the said Scheme. Hence in such cases, pay fixation has to be effected without taking into account the ‘pay element’.
3. Past cases decided otherwise need not be reopened.
