SF 11

Can anybody tell me whether a minor penalty of stoppage of 4 years increment (cumulative) can be imposed without conducting any enquiry simply by replying the  DA authority stating that he did not convince with the reply submitted to SF 11.

But, sir my friend was issued a SF 11 for which he submitted his explanation over which DO imposed penalty of " with holding of increment of pay for a period of three years with further directions as on the expiry  of the period this will have the effect of postponing the future  increments of pay".Is it justified, or can he approach  CAT for quashing of punishment orders.pl clarify.
