Mutual transfer rule

मैंने 2014 में म्यूच्यूअल ट्रांसफर के लिए अप्लाई किया था, पर अक्टूबर 2016 में मेरा प्रमोशन हो जाने की वजह से अब मैं ट्रांसफर एप्लीकेशन वापस लेना चाहता हु। प्रसासन का कहना है कि म्यूच्यूअल ट्रांसफर का एप्लीकेशन वापस नहीं होता बोर्ड नियम के अनुसार। म्यूच्यूअल ट्रांसफर की प्रक्रिया GM से एप्रूव्ड हो चुकी है।
कृपया मेरा मार्गदर्शन करे।

1. First employee is in 4200gp , post.- head booking clerk while second employee is in 2800, post- senior booking clerk.
2. Both employees are in sc category.
3. Both are in different rail zone.
4. Recruited both directly from RRB.

Sir, I am working  as locopilot shunter Gr ii at Vskp division , in year 2015 I kept mutual with asst. Locopilot of guntur division.  While our process our had given a clause that I have to releve only if I were completed the diesel training  or after the completion  of diesel training  but without seeing that I was releved to guntur where there is no traction  and working  is only diesel. There administration  asked me why u have releved without diesel training.they made to sit for 15 days in hunter and again they releved to Vskp back again. My  mutual partner was not releved .after coming  back  I was working  in my parent zone only from last 2 years.  Me and my partner  had not kept any cancellation. But now I want to cancel with him and again to keep mutual with another person  working in Vijayawada  of traction division  .so please give  the solution  whether  I can apply or not. Please suggest  me the process to apply with my new mutual  partner
