Fixation of Minimum Pay of Promotees with respect to directly recruited juniors

  • Sixth pay commission has recommended entry pay for employees directly recruited to different posts based on Grade pay of the post. This will apply only to staff posted on or after 1.1.2006.
  • Hence pay of those Railway servants who were already in service on 1.1.2006 can not be fixed with reference to the minimum entry pay prescribed for those who joined the Railways as direct recruits on or after 1.1.2006.
  • Further Sixth pay commission has not prescribed minimum pay in the pay band for the purpose of fixation of pay on promotion to any grade.  Hence pay on promotion will just be fixed by giving 3% increment in the old basic pay(Pay+GP). No stepping up will be done to make it to the minimum entry pay fixed for direct recruits.
  • However, stepping up of pay of seniors can be permitted with reference to their directly recruited juniors on the same seniority list who are recruited on or after 1.1.2006 and whose basic pay is more than that of the seniors, in the case of those cadres which have an element of direct recruitment. Stepping up will be applicable from the date junior direct recruit is actually drawing higher basic pay than the senior.
  • Stepping up of pay of the seniors shall not be applicable in cases where pay of direct recruits has been fixed at a higher stage on account of grant of advance increments etc. at the time of recruitment.

My joining date is 10 Aug 2007. Presently my basic is 22280 (15600+5400+ 2 increment) . now i got permotion on next higher grade (6600). I would like to know that....

1.     What should my salary  be on 6600 grade

2.     what is the way of calculation

I was under punishment (Reduction to lower stage in time scale of pay by one stage for six months from November 2012 to April 2013 without cumulative effect and without the loss of seniority.)

in November 2012 , I passed the examination of senior clerk among two staff. They were promoted as senior clerk on 19 November 2013 except me due to above punishment.

after this a senior clerk directly recruited through RRB joined on  21 november  2013.  and seniors got benefit of step up of pay except me as my promotion came in effect from 1 May 2013 after completion  of punishment.

Sir, I want  to know that

(1) whether my pay will be stepped up or not.

(2) and what about of my seniority.

REGARDING PAY FIXATION. Sir i am working in GP 1900 and basic Rs 8210. My promotion to GP 2400 will be from 24 september 2013, sir please guide me that what will be my basic pay after promotion. Sir my mobile no is 9007481381 and email id is [email protected]

The official policy of the Indian government is to reduce the gap in incomes as far as possible but the sixth pay commission has created a huge gap and the gap keeps widening every year pushing the aam admi back. The commission has not been fair towards the lowest paid employees.

The variable DA was in force before the 6th pay commission and this largely balanced the increase in gross salary to an acceptable level. DA is granted to balance the increase in costs of living and this must be more or less the same irrespective of the grade and pay. because both the highest paid employee and the lowest paid employee buys groceries from the same store.

The variable DA was replaced by a flat rate DA in the sixth pay commission which has led  to huge disparity in income, For example the current DA of an employee with a basic of Rs.50,000  is Rs 50,000 whereas the DA of an employee with a basic of  Rs 5000 is only Rs 5000 , therefore at present,  the difference  in increase between the two  in this example is about Rs 45.000. 

it is obvious that some high level officials got  rid of the time tested and scientific variable DA mechanism to reap huge benefits for higher officials.  Every time DA increases  it results in huge disparity in  incomes. Incomes are increasing at geometric proportions for the higher income groups and the lower salaried people do feel that the gap is increasing every time the DA increases. This may sooner or later lead to frustration and unrest and I want you to look into this during the next pay commission meetings. 
 

Also after the merger of so many grades like  TTI. Dy CTI/  CTI in Indian Railways in the sixth pay commission the pay and benefits of employees who have 25-30 years of service is almost same as those of with those with less than 10 years service. The merger of various grades in the sixth commission has not done justice to senior staff and their years of service has been ignored for pay fixation.

Common sense demands that there must be a minimum entry pay for each grade, irrespective of promotees/ direct recruits and the years of service must always get a certain weight age to be fair to the senior staff. 

At present entry grade pay is granted only to direct recruits and not to promotees and this highly illogical and unfair  This is an anomaly that has not been corrected so far even after many many favorable court judgements. Therefore I urge you all to take up this matter with the seventh pay commission very earnestly and ensure that justice is done to all.

 i need a help, i m selected  for the post of SSE pway/bridges... my DV has been done last month..... i want to know how much time will railway take for the final appointment ........ presently i m doing Mtech....i m now in.2nd semester it will take 1 year to complete my degree(may 2015)...

i have one doubt that .... Will railway will allow me to complete my degree if i will get my joining date before my completion of degree.????.......pls reply....

i want to know that, is there is any provision of Promotion through RRB QUOTA after completing 03 year continue service,

please treat this as most urgent.

sir i have been promoted in sse on 1 nov 2013 . from je rs 15670. basic fix in sse is 16540. but on 26 dec 2013 sse posted from rrb o

n basic of 17660. seniority is same . pls tell

sir i have been promoted in OS on 1 nov 2013 from Sr. Clerk (basic Rs.11230/-) my basic fixed Rs.12970/- on 01.11.2013. please tell this is correct  or wrong? I am not eligible for minimum pay of PB-2

Aur meri service 12+ year ho gayi hai,aur mera basic 35900 hai,par ab main mutual transfer technician grade 3 k saath kar raha hu,to mera transfer mujhe revert karke technician grade 3 me hoga to mujhe yeh janna chahta hun ki mera basic kitna fix hoga aur mujhe MACP ka benefit milega ki nahi.please sir this is urgent....
