Report of the Disaster Management Review Committee – 2008

1.           Disaster Management Review Committee was set up by the Ministry of Railways under the Chairmanship of Shri Gajendra Narayan, IPS(Retd.) D.G. of Police (Vigilance, Bihar) to review the Disaster Management on the Railways. The Committee submitted its Report on 22.1.2008.

 

2.         Recommendations No.50 & 54 of the above Report are reproduced below:

 

        “Recommendation No.50: Training to handle disasters – This recommendation of the High Level Committee has been reportedly implemented but during our visit we found that some of the officers were not even aware as to whom they should contact in case of a fire”.

 

        “Recommendation No.54: A special module on taking care of and long term association in an institutional manner with families of those killed or injured in Railway disaster should be included in training programme of IRITM. This association should continue till all claims are settled through Railway Claims Tribunal”.

 

3.         The Railways and Training Institutions are requested to take immediate action on the above Recommendations and ensure that at least one lecture on the subject of ‘Disaster Management” forms part of all training programmes. As far as implementation of Recommendation No.54 is concerned, the possibility of associating local NGOs i.e. Mahila Samities, Civil Defence Organisation, Scouts & Guides etc. may also be explored.
