1.  As per instructions contained in Board’s letter No. 2006E(GC) 16-4 dated 13.04.2006, all proposals for extension of currency of work charged gazetted posts of Construction Organisation should reach Board’s office at least two months in advance, before expiry of the currency.
2. It has been observed that these instructions are not being followed and the proposals are generally sent after the expiry of the currency of the posts. Thereafter, the proposals are examined and submitted to Board for approval. Very often, the proposals for extension are not accompanied by details of the funds/man month provision/post-wise justifications leading to further delay in processing. The obvious implication of such delay in sanctioning the extension of currency is that operation of posts is continued without the sanction of the competent authority and the salary & allowance is also managed on provisional basis. In some cases, even though the post does not qualify for extension, the currency gets extended eventually as the post has already been in operation for a good part of the year. In a case of this type,Board had taken a very serious view of such situations of “fait accompli” and desired that proposals for
extension of currency should invariably be sent well in advance with complete details and should also be in line with the extant yardsticks.
3. The yardsticks for gazetted posts in Construction Projects for the year 2011-12 have been issued under Board’s letter No. 2011/E&R/3/1 dated 11.02.2011. For extension of currency beyond 30.06.2011, Railways’ proposals should have been received by the first week of May, 2011. However, no proposal has yet been received form any of the Zonal Railways.
4. It has also been observed that the prescribed yardsticks are not being followed while working out the admissible number of posts. While formulating the proposals for extension of currency beyond 30.06.2011, the instructions contained in Board’s letter No. 2011/E&R/3/1 dated 11.02.2011 may be strictly followed with special emphasis on the following aspects:-
i) The admissibility of number of posts may be determined strictly as per the yardsticks.
ii) In case of Deposit works, outlays are to be reckoned provided the money has actually been deposited and only to the extent of expenditure likely to take place during the year. The deposit outlay that is to be included has to be duly certified.
iii) A further cut of 10% is to be applied on the admissible number of gazetted post, as a measure of economy.
5. Keeping in view the above instructions, a consolidated proposal for extension of currency of SAG/HAG work charged posts of Construction Organisation for the period from 01.07.2011 onwards may be sent to Board’s office immediately.
