Posting of Group ‘A’ officers on return from foreign assignment.

1. Instructions are in vogue vide Board’s letters dated 21/2/1992, 07/03/1995, & 01/04/2003 regarding posting of Group A officers on return from foreign assignment after a tenure of one year or more to particular Railways/Units and the procedure to be followed for such postings. The policy underlying these instructions has been reviewed by Board and it has now been decided that Railway Officers on return from foreign assignments (both deputation/training) for a period of more than one year, should normally be posted to the following Railways/Units:-
a) Eastern Railway
b) East Central Railway
c) East Coast Railway
d) Northeast Frontier Railway
e) Northeast Frontier Railway (Construction)
f) South Eastern Railway
g) Chittaranjan Locomotive Works
h) Railway Electrification Units on Eastern, South Eastern, East Central, East Coast and South East Central Railways.
2. Such officers would continue on these Railways/Units for a minimum tenure of 5 years, before which they will not be normally considered for transfer out of these Railways/Units. The officers will not, however, be entitled to any choice posting on completion of the stipulated tenure of 5 years and further postings, if any, will be made keeping in view administrative requirements. The tenure will stand extended
by such period(s), the concerned officer remains on leave/training etc., in excess of 4 weeks in each instance, whether in India or abroad.
3. These instructions shall take effect from the date of issue of this letter.
4. The above instructions may be brought to the notice of officers and may be kept in view while dealing with/forwarding representations from officers to the Board.
5. This issues in supersession of Board’s earlier letters of even number dated 21.02.1992, 07.03.1995 & 01.04.2003.
