Multi-Tasking Staff Recruitment Rules, 2011

Notification

G.S.R. – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Railway Board, Ministry of Railways, namely:-

1. Short title and commencement- (1) These rules may be called the Railway Board Multi-Tasking Staff Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Initial Constitution- The incumbents of the posts appointed to the grade in accordance with Memorandum No. 98/ERB-5/3/29 dated 28th September, 1999 shall be deemed to have been appointed in accordance with the provisions of these rules and their regular and continuous service in pay band-1 and grade pay of Rs.  1800/- before the commencement of these rules shall be accounted for the purposes of probation, qualifying service for promotion, confirmation and pension.

3. Number of post, its classification, Pay Band and Grade Pay or Pay Scale- Number of the said post, its classification, the pay band and the grade pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

4. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said Schedule.

5. Disqualification-No person,-

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules.

7. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the candidate belonging to the Scheduled Caste, the Scheduled Tribe and other special categories in accordance with the orders issued by the Central Government from time to time in this regard.

Between 18 and 27 years of age.

(Relaxable for Government Servants upto the age of 40 years in the case of general candidates and upto 45 years in the case of candidates belonging to the Scheduled Caste or Scheduled Tribes in accordance with the instructions or orders issued by the Central Government from time to time. )

Note1.- The crucial date for determining the age limit shall be the closing date for receipt of application from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland,

Tripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahual and Spiti District and Pangi sub-Division of Chamba District in Himachal Pradesh, Union Territories of Andaman and Nicobar Islands or Lakshadweep).

Note 2.- In case of recruitment made through Employment Exchange, the crucial date for determining the age limit shall be the last date upto which the Employment Exchange is asked to submit the names.

Pass in Matriculation or equivalent from a recognized Board.

Method of recruitment, whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods.

Two years.

By direct recruitment:-

Ninety-five per cent shall be filled by direct recruitment on the basis of All India Open

Competitive Examination conducted by the Staff Selection Commission.

By absorption:-

Five per cent shall be filled by absorption of employees from Zonal Railways, Production and other units under the administrative control of the Ministry of Railways (Railway Board) failing which by direct recruitment.

By absorption:-

From amongst the employees of the Zonal Railways, Production and other units under the administrative control of the Ministry of Railways (Railway Board)-

(a) having not less than three years of regular service in Pay Band-1 and Grade Pay Rs.  1800/-,

(b) possessing qualification as specified in column 8.

Circumstances in which Union Public Service Commission to be consulted in making recruitment.

1. Deputy Secretary or Joint Director of Railway Board Secretariat Service-Chairman.

2. Under Secretary or Deputy Director of Railway Board Secretariat Service-Member.

3. Under Secretary or Deputy Director of Railway Board Secretariat Service-Member.

Explanatory Memorandum: - The appointment of employees in Pay Band-1 and grade pay of Rs.  1800/- has been made in accordance with Memorandum No. 98/ERB-5/3/29 dated 28th September, 1999. As such, Initial constitution is required for continuation of their service under the provisions of these rules with retrospective effect. It is hereby declared that no one shall be adversely affected on account of such retrospective effect.

Sir, my father is not alive and my mother is very critical situation and her treatment under New Delhi Din Dayal upadhay hospital
