The question of granting School Pass to the student son/daughter of Railway employees, studying in the recognised institutions affiliated with universities like IGNOU or Computer Courses recognised by Department of Electronics, etc. was under consideration of Board for some time.

In terms of item (iii) under Column 2 of Schedule III of Railway Servants (Pass) Rules,1986 (Second Edition,1993), boys under 18 years and girls of any age are eligible for inclusion of the parent or guardian in the School Pass issued to them.  NFIR has brought to the notice of Board that handicapped student son aged 18 years and above are unable to travel alone without the assistance of an attendant/escort.  The matter has been considered by Board and it has been decided that parent/guardian may be included in the School Pass issued to  handicappe

While prescribing pay limit for grant of First Class Pass to Railway employees consequent upon revision of pay scale under Fifth Central Pay Commission it was indicated in Board's letter dated 1.2.1999 that employees who are in pay scales Rs.5000-8000 and 5500-9000 and drawing pay of Rs.7250/- or above but less than Rs.7600/- shall be eligible for 2nd Class 'A' passes which shall be entitled to travel by AC 3-tier.  It was also specified that 2nd Class 'A' Pass shall be of yellow colour.

                Instructions have been issued vide Board’s letter No. TCII/2910/06/Garib Rath dated 28-09-2006 [Commercial Circular No. 77 of 2006] regarding the basic fare structure and classes of travel available on Garib Rath Express trains.  The question of validity of Privilege Passes/PTOs and other passes for traveling in Garib Rath Express trains has been considered by Board and it has been decided that:

Rail travel facilities to Indian Railway personnel over Konkan Railway on Privilege Pass/PTO have already been issued vide Board’s letter of even number dated 11.09.1999 (S. No. 50). Ministry of Railways, in consultation with KRC Limited have now decided to allow travel over Konkan Railway on duty by Indian Railway personnel as under:

Board have decided to modify the rail travel facilities on Rajdhani/Shatabdi Express Trains in respect of metal and I’A’ pass holders with pay below Rs.14,300/- on Duty, and serving and retired General Managers, Addl. Members, DG/RHS and DG/RPF of the grade Rs.24,050 and above in respect of Privilege and Post Retirement Complimentary Passes.

Return of Metal Pass by the Retiring Officers

Instances  have come to the notice of the  Ministry  of Railways,  of Railway Officers not surrendering, at the  time  of retirement, the Metal passes issued to them while in service  for travel on duty.

       

The  matter  has  been considered by  the  Ministry  of Railways and it has been decided that the following measures  may be  taken  to  eliminate misuse of the Metal  Passes  by  retired officers.
