While prescribing pay limit for grant of First Class Pass to Railway employees consequent upon revision of pay scale under Fifth Central Pay Commission it was indicated in Board's letter dated 1.2.1999 that employees who are in pay scales Rs.5000-8000 and 5500-9000 and drawing pay of Rs.7250/- or above but less than Rs.7600/- shall be eligible for 2nd Class 'A' passes which shall be entitled to travel by AC 3-tier.  It was also specified that 2nd Class 'A' Pass shall be of yellow colour.

In supersession of Board’s letters of even no. dated 31.05.2002 (Sl. No. 115) and 23.08.2002 (Sl. No. 120) Entitlement for travel by Jan Shatabdi Express Trains will be as under:

(i)                          First Class/ Ist ‘A’ Pass holders:

Inclusion of deceased Railway employees’ Widow mother in the Privilege pass of the widow appointed on compassionate grounds.

    In terms of para 3 of Board’s letter No. E (W) 96 PS 5-8/2 dated 24.07.2000 (S. No. 84), dependent widow mother of a deceased Railway employee has been allowed to be included in the Widow pass as a family member of the widow. However, when the widow gets appointed on the Railways on compassionate grounds, widow mother of the deceased Railway employee is not eligible for inclusion in the Privilege Pass of the Widow Railway employees.

In the PNM Meeting held on 02.09.98 with AIRF the Staff Side demanded that legally divorced sister of Railway servant may be included in the list of ‘dependent relative” in the Pass Rules for eligibility of Pass/PTO, when father is not alive.
