HIGH PRIORITY:clarification of MACP in case of SF5 cumulative punishment

My present grade pay was reduced for period of 2 years with Cumulative effect and punishment was completed in April 2014 and my MACP is due on November 2013 but i was denied for MACP eligibility for further 2 more year(by OS).
