Availability of Pass for my son

Dear Sir,

             My son is now 23 years old.But he is at present doing full time M.E in Jadavpur University(2014-16),course is approved by AICTE.University is recognised by MHRD  & also by goverment.He is also getting GATE fellowship(stipend) on the basis of merit.

So, my query is that he is eligible to get my pass(1st class) or not???please reply.as soon as possible.Thanking you.

            Arising out of discussions with the Staff side, it has been decided with the sanction of the President that I Class privilege pass may be issued to those Railway employees who were appointed prior to 1.8.69 on their drawing a pay Rs.4900/- ( instead of Rs.5000/-) or above provided the employees are in a scale the maximum of which is Rs.6000/- or above.
