Hospital Patient Care Allowance for Railway Medical Staff

  • Admissible for following categories of Group C & D railway employees working in railway hospitals and health units / clinics w.e.f. 01-01-2008. .
  1. Radiographer.
  2. Pharmacists [except exclusive Store Pharmacists and not involved in dispensing of medicines].
  3. Laboratory Staff.
  4. Medical Technicians required to come in direct physical contact with patients [ECG, EEG, Cardiac Pump, Dialysis etc.].
  5. Ambulance Drivers.
  6. Dressers.
  7. Operation Theatre Assistants.

Non Practising Allowance (NPA) to IRMS officers

  • Non-Practising Allowance shall be paid to Railway Doctors at the rate of 25% of pay in pay band plus grade pay subject to the condition that the Basic Pay + NPA does not exceed Rs.85000/-. 
  • The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special pay, etc.  In the case of Government servants in the pay scales of HAG + and above, basic pay means the pay in the prescribed scale.

Medical Decategorization of Railway Staff

  • The post of a Railway Staff on medical decategorization should not be dispensed with or reduced in rank, but to be shifted to some other post with same pay scale and service benefits.
  • Medically decategorized Railway staff shall cease to perform duties of the post held. If the employee cannot be adjusted against or absorbed in suitable alternate post immediately, he may be kept on a special supernumerary post in his own regular grade pending suitable alternate employment.

Railway Staff Provident Fund - Temporary withdrawal

  • Railway staff who is not eligible for final withdrawal can opt for temporary withdrawal from PF.
  • No advance shall not be granted until at least 50% of last advance has been repaid.
  • Amount of advance shall be such that after making all recoveries net amount payable is not less than 50% of Basic pay of the Railway staff concerned.
  • For Running staff Basic Pay + 30% will be taken for calculating the advance.

Railway staff Provident Fund Rules

  • For Railway employees who are posted on or after 01.01.2004 Provident Fund rules are not applicable.
  • Railway employee contributes 8.5% of Pay + GP to State Railway Provident Fund Account.
  • The account is maintained by Accounts Department. Each PF account is allotted a specific number.
  • Voluntary Contribution to PF (VPF) can be made from the salary of a Railway staff subject to the maximum limit that the amount should not be more than the amount remaining after recoveries.

Productivity Linked Bonus (PLB) for Railway staff

  • Bonus is paid to all non Gazetted Railway employees.
  • For calculating PLB of Railway staff 1977 is taken as the base year with index for the year taken as 100.
  • Bonus for  1977 is taken as 25 days and any excess or decrease over it by each 2250 million net Tonne Km of Revenue earning Traffic will increase or decrease Amount of bonus by a day.
  • The sum is calculated as if wages are Rs.3500.
  • The amount arrived at is divided by the number of employees

Constant Attendance Allowance

  • Railway Employees who retired under Railway Services(Extraordinary Pension) Rules 1993 for 100% disability where the person is completely dependent on somebody else for day-to-day functions.
  • Rs. 3000/- per month in addition to Disability pension shall be paid.
  • Paid only if disability is attributable to or aggravated by service.
  • Not payable for any period during which pensioner is an inmate or in-patient of a government institution or hospital. 

Special Allowance for Child care for women

  • Women with disabilities shall be paid Rs. 1000/- per month as Special Allowance for Child care from the time of birth till child is two years only.
  • Payable for a maximum 2 years only.
  • Disability as defined in Ministry of Welfare notification – minimum 40 % disability – only eligible.
  • This allowance will be raised by 25% as DA goes up by 50%.
